Ok the first picture is to orient you to where this is on the wall at the base board in the kitchen.
This is a closer up view.
If you click on the picture you can get a pretty good close up view. Please try to ignore the dog hair. I spray bleach on it after I took the pictures because I didn't know what else to do. Please respond quickly as I think I'm going to call the landlord in the morning.

First, clean your baseboards this weekend.
Second, it looks similar to something we used to see in our college apartment. The area around our porch entrance used to leak whenever it rained (or, if the rain was a torrential downpour so was the leak requiring strategic placement of several bowls & pots). The woodwork was sort of rotting out from and it looked similar to yours. That being said, I have no idea what it is.
